Hon. Richard Stowe, Esq.
Town Justice
HON. RICHARD E. STOWE, Esq. was appointed to the Riga Town court bench on July
14, 2010 and has served in that capacity for twelve years.

After graduation from Churchville-Chili High School, Rich received his B.S. degree from
Cornell University followed by his Juris Doctor Degree from Albany Law School. For the
past 40 years he has been an attorney specializing in real estate, both residential and
commercial, municipal law, estates and general business transactions. In addition to
maintaining his law practice, he has served as Deputy Town Attorney and Town
Attorney for the Town of Chili, Attorney for the Town of Riga and Attorney for the Town
of Riga’s Planning Board and Zoning Board.

Rich has also been actively involved in the community serving as a member of the
Churchville-Riga Chamber of Commerce and the Gates-Chili Chamber of Commerce.
He is an Elder of the First Presbyterian Church of Chili, and a former Trustee of the
Rochester Presbyterian Home.

As a longtime resident of Riga, Rich and his wife Kathleen, currently live on the Stowe
Family Farm in Riga, across the street from the family homestead belonging to Rich’s
grandfather Hon. Lester W. Stowe who served as Riga’s Town Court Justice form 1936-
1958. That homestead is now occupied by Rich’s son and daughter-in-law and
grandchildren who are the sixth generation in the home.

S. Scott Flagler
Highway Superintendent
S. Scott Flagler was appointed Highway Superintendent by the Riga Town Board
following Dave Smith’s retirement in February of 2022 and has been serving in that
capacity since.

After graduation from Churchville-Chili High School, Scott began a career in vehicle
service with a local business. That is also when his dedication and commitment to our
community really began to flourish.

Scott has been a member of the Churchville Volunteer Fire Department for 37 years. In
his service with the Fire Department, he held top positions as President and Fire Chief.
Scott brought his many years of experience with working with big equipment, and
managing people, to the Riga Highway Department in 2020. He was appointed to the
position of Deputy Highway Superintendent in 2021.

Scott is a lifelong resident of Riga and lives here with his wife, Michele. Scott has two
adult children who also reside locally.

Scott looks forward to serving the community in his new position. He plans to continue
to manage the department and staff to ensure that our town, county, state roads are
maintained properly in all seasons. He will use his experience and insight into
constantly looking for better and more efficient ways to provide services for the
residents of the town.
